WHY THIS CONVERSATION MATTERS
Why this conversation matters
WHO reports that NCDs caused at least 43 million deaths in 2021, including around 18 million deaths before age 70. Most premature NCD deaths occur in low- and middle-income countries.
Countries have evidence-informed interventions, technical guidance and policy options available, including WHO-recommended Best Buys.
But evidence does not automatically become policy.
And policy adoption does not automatically become implementation, enforcement or impact.
Moving policy forward requires more than technical knowledge. It requires understanding the policy problem, building the evidence case, navigating political and institutional realities, working across sectors, protecting policy strength, preparing for implementation and enforcement, and using evidence to learn and adapt.
This is where Catalyst begins.

We already know a great deal about what works in NCD prevention and control. Yet moving from evidence and technical recommendations to political commitment, policy adoption, implementation, enforcement and measurable impact remains difficult.
